Automate creation of catalog service API resources in 3scale #45

Student is currently directed to create catalog service API resources in 3scale. In the interest of reducing the length of time to complete this lab, the student lab environment can come out of the box with these resources having already been provisioned.

3scale admin API can be invoked to create these resources .
