This PR updates dpdk-app-centos to use centos8, a recent DPDK (>20.11) and vdpa interfaces.

Functional improvements:

testpmd app now accepts an ENV var TESTPMD_EXTRA_ARGS that can be used to pass extra arguments such as forwarding modes.

TODOs and workarounds:

Currently using private branch of multus
Currently using private branch of DPDK
L2fwd and L3fwd do not work because virtio-user fails to put the vdpa interface in promiscuous mode

@Billy99 some of the changes here could be contributed back to app-netutil, what do you think?
