Update to allow RGW configuration using civetweb #290

This set of changes updates rgw.pp and profile/params.pp and adds profile/rgw.pp. These changes enable the configuration of rgw using civetweb and provides support for heat configuration.

OPM changes need to go to upstream puppet modules first, then they get pulled in.
