Fence agent manifest generation #37

This PR contains mostly work of Marek Grac, i just added the scripts for batch operation. It's a fence agent manifest generator together with XML descriptions (= sources for the generator) and generated manifests. I thought it might be a good idea to keep track of changes in the agent XML descriptions too, in case the generator has problems working with some future versions of the XMLs, so that we can see what caused the problems.

This looks like a pretty isolated change, going to go ahead and merge it in.
