network-scripts is not installed by default in CentOS8, so need to be explicitly installed for deployments with external network.
Fix options for default ovn based deployment.
Also add command to deploy with ovs as neutron backend.
For cirros image download use -L option to follow redirect.

In https://github.com/redhat-openstack/website/issues/1386 a user reported that a ovs-vsctl command was needed for external networking. Didn't you need to run it?
