Update the RDO main page: RDO is now based on CentOS Stream #1423

The RDO project decided to build primarily on CentOS Stream and no longer on CentOS or RHEL. Fedora isn't supported anymore for a while now.

I think this should merged. The current text on the RDO website is misleading

Note that this repo now is managed via reviews on RDO Gerrit instance, not using github PRs:

You can send the patch using the usual gierrit git-review workflow.
