Test RHEL9 as a bastion machine #452

Some folks seem to be upgrading there bastions to rhel9 and it is unclear if we need any changes to the setup bastion playbook in order to support rhel9.

Gave this another test.

rhel 9 opm tarball only include oc-mirror. The opm render command was not compatible. the ansible deploy gogs container in gogs pod failed.

I've not investigated either of these further. Appears we'll need to do more work for this to be completed.
