Local mode deployment changes

Minor tweaks and reshuffle to some of the roles and playbooks.

In addition to the local deployment changes there are two minor panel fixes.

• ceph version extraction - this is breaking on upstream images
• NIC interface naming was too specific and missed some NIC prefixes.
