odf-grafana not working in OCP-4.16 #26

odf-grafana is not working in OCP-4.16 as the existing grafana operator as stopped supporting beyond OCP-4.15. I am updating the code to use the latest grafana operator and also bumping up the grafana version to 11.x and grafana channel version to v5.
