Added stac-n baremetal playbook and roles to install openonload discover-hw-topology and create a stac-n tuned profile according to the discovered features.

Seems like there are still references to svt-private in this PR. After those are stripped, we can merge.

Removed any reference to svt. Repo is now clean.
