- makes nvidia device plugin project and resource creation idempotent

- switches to using patch on nvidia-device-plugin project to set empty nodeselector
- uses the latest daemonset definition
- removes namespace reference from daemonset definition and relies on oc command to put it in the right place
- fixes the node label for the new daemonset definition
- fixes a mismatch in the new project name for the SA
- delete and move various supporting files
- Updates the readme with new playbook invocations
