Critical pods based on priorityClasses in 3.11 are limited to kube-system & openshift-* namespaces #31

This https://github.com/redhat-performance/openshift-psap/blob/master/blog/gpu/device-plugin/nvidia-deviceplugin.yaml#L5 may not work - since critical DS pods are limited to kube-system and openshift-* namespaces.
