How to use GPUs with DevicePlugin in OpenShift 3.11

• Changed to SELinux deployment
• Deleted SCC not needed anymore
• Using the default device-plugin yaml from nvidia, only adding the affinity
• Branch is named the same as the projects under openshift/*
