Use the new scaleup procedure eliminiates the need for many tasks. #194

The new shiftstack scaling procedure does not require so much manual setup any longer and many tasks can be removed from our automation to achieve the same thing.

I tried this out on staging and it worked but was not faster than the old procedure.

This eliminates many tasks and I think is much easier to maintain. Please review.

I was able to test this on the staging cluster and believe this to be working. It is unclear if this procedure is any faster, but less tasks in the automation is an improvement.
