Remove external dependency #27

There is an external dependency on ostag here to a repo not hosted by us:

To correct myself, this used to be "external" but is actually hosted in the redhat-performance namespace. That being said, we can still script rather easily a node pinning script to live inside this repo and reduce another dependency.

117 replaces ostag for OSP13. I will check if the script works for OSP11 as well and then we can completely remove the dependency on ostag.
