Packaging

Add packaging for the library. Changes:

1. remove src/ directory and replace it with SCAutolib/ directory to have a simpler and more obvious file structure
2. add the workflow for publishing changes to Test PyPi and PyPi
3. switch from using bare pytest and tox commands to using tox with the corresponding environment
4. CLI entry point is added to the library.
