Permission denied when adding torrent and the program is not running #790

What steps will reproduce the problem?
1. Pre-condition: Transmission Remote GUI (program further on) is not running.
2. Download torrent file in browser
3. Click on torrent file

What is the expected output? What do you see instead?
Expected: dialog for adding the torrent file
Observed: "Permission denied" window

What version of the product are you using? On what operating system?
5.0.1 on Win7 64-bit. Same behavior on 4.x version. Seems like the issue 
started somewhere after 4.x.

Please provide any additional information below.
Once the "permission denied" error is shown, the only thing that could do 
recovery is the "complete close" of program (Exit) and subsequent start.
Without restart, even if I do "disconnect" and then "connect" again, still 
"Permission denied".
I'm using Dlink NAS DNS-320, which runs transmission daemon v1.91. Connection 
from to transmission daemon requires login/password (no SSL).
If the GUI program is started in advance - before click on torrent file, 
everything works just fine.
