Changing torrent data location of a seeding torrent results in too-fast refresh interval #849

What steps will reproduce the problem?
1. change data location (F6) for a currently seeding torrent

What is the expected output? What do you see instead?

i expect the refresh interval to to be respected. i currently have it set to 
every 5 seconds.

instead, when the data location is changed, the refresh interval becomes 
something around 20 timers PER second.

clicking on a gui component resolves the issue.

What version of the product are you using? On what operating system?

5.01 on OS X 10.10
