Restore LICENSE file from perl-Archive-Zip-1.30-11.el7.noarch #95

I'm building a new RPM for CentOS 7 due to the bad signature bug that has been fixed but noticed that the required LICENSE file has been dropped from the tar ball.

format error: bad signature: 0x000003e8 at offset 192574449 in file FILENAME.zip

Not at this time. I have a requirement to deploy with RPMs and CentOS 7 is nowhere near retired! But, I also have more than a few CPAN packages to keep up with myself. Thanks!

I built el7 RPMs on my fork https://github.com/mrdvt92/perl-Archive-Zip/releases hopefully they are useful to others as well.
