Use GitHub actions #42

This PR follows https://github.com/redis-store/redis-actionpack/pull/39 and configure GitHub Actions.

This PR is different from https://github.com/redis-store/redis-actionpack/pull/39:

Trigger all branches not only master
Support rack-test > 2.0
Revert CI target rails versions
- Some fixes are required for rails 7.0 testing.
