Update chart.min.js version to 3.9.1 (burndown_chart) #40

Update the version of the chart.js file used when chart.js is not found in Redmine. 3.7.1 to 3.9.1 https://github.com/chartjs/Chart.js/releases

I have verified that burndown charts can be drawn after temporarily deleting public/javascripts/chart.min.js.
