Add rake taks to manipulate the allowed IP addresses #18

This patch adds command line tools to add, delete, show, or test the allowed IP addresses. Server admins will be able to manipulate the allowed IP addresses without logging in to Redmine.

It looks like it will be so useful tool for server admin! I have confirmed that the features works as expected. Thank you for your valuable feature suggestions.
