Normalize allowed ips when saving

This pull request changes FilterRule#allowed_ips= to normalize values when saving:

Strip leading and preceding whitespaces from each value
Ensure that the values are saved with the format "ADDR1\nADDR2\nADDDR3\n....ADDRn"

Thanks for the good improvement suggestions. I'm sure the normalization will keep the list of allowed_ips save stably!
