Stability fixes & fix for disabling topic & consumer group collection #256

Add a new topic.enabled config which makes it more straightforward to disable collection of topic metrics
Fix a couple stability issues (e.g. startup during an offline cluster)
Fix disabling of consumer group collection. We were still collecting consumer group metrics even if disabled
Update to Go 1.22
Update kafka client
