Adds unspecified schema registry. This is a stepping stone to a properly specified version

A) not working yet B) I merged another change that guarantees schema registry is working + we have the existing work that makes it easy for customers to merge in custom config for stuff like schema registry, SSSV and (thru the terraform module) ports

So I asked @twmb for a judgement call on continuing work on this vs airgap and was told airgap. Happy to switch back to this if there's agreement this takes priority
