Disallow clients that do not report IP in UserInfo. #189

Attached patch does not allow clients to connect that do not include their
IP in UserInfo.

It will print a warning to admin chat as well.

"Connect from client with invalid IP: 'iptheygaveifany' NAME: 'playername'"
