Upgraded support for BoringSSL for SDK 1.13 #150

I suppose this should be merged only when SDK reaches 1.13 as stable, since I've put an SDK version constraint in pubspec.yaml. Or maybe someone has another idea?

The broken build is due to the fact that travis doesn't meet the SDK version constraint. (has 1.12 installed, this PR introduces a constraint for SDK >= 1.13..)
