add ability to label certain values on process plots #18

I want a vertical (or horizontal) bar that covers the whole plot for things like nuclear density. Do this in a flexible enough way that users can specify values (and labels) and have them render reasonably well.

Call the option "--x-signpost"/"--y-signpost" and make it repeatable?
