add ability to stitch onto different crust EOS #23

allow the user to specify which tabulated EOS they want to use for the crust as a command line option for integrate-phi.

Also support the possibility of drawing crust EOS from a GP conditioned on the few example crusts commonly used, we we effectively marginalize over that as well.
