expand integrate-tov --extend-up functionality #48

Change the behavior so that integrate-tov --extend-up take an integer representing the radial order of the mode that must be unstable for the sequence to terminate. The current behavior (stop if n=1 loses stability) would correspond to --extend-up 1.
