Test  A.2.4 Stream-based Transport_4 fails.  The expected output from RFC 4465 
is MESSAGE_TOO_SHORT; the ‘MSG: INVALID_CODE_LOCATION’ is generated from my 
wrapper tests but there is no NACK.  Doubango test does not report any MSG or 
ERROR but just xoutput: NO.
