This PR implements the following:

implements storage migrations for runtime upgrade v7 -> v8
bumps reef node + runtime major versions v3.0.0 -> v4.0.0 to align with the major version upgrade of substrate as well as the upgraded runtime api
bump transaction version from 1 to 2
