Endmarkers in Footnotes and Cross References #3

The Syntax Notes in the USFM User Reference describe the difference between implicit and explicit endmarkers within footnotes and cross references. See here.

Does usfm2osis.py adequately cover both these valid syntax forms?

Are all the individual elements which make up the footnote or cross reference content covered by our conversion script in this regard?
