These changes are required by refgenieserver v0.1.1 so this release needs to happen first

[x] version, release date
[x] ~~correct tests~~ deferred, see #47
[ ] test thoroughly with refgenie

This is related to: https://github.com/databio/refgenconf/issues/25 that's where I've posted my ideas. I think introduction of genome descriptions need to address that bigger picture concern.
