fix: local development environment for windows users #6078

Switched to a node script for pnpm:devPreinstall command to ensure OS compatibility.
Replaced unix commands with node:fs and glob in generate-declarations.js to ensure OS compatibility.
use cross-env to set NODE_ENV variable.
