[BUG] Development environment is broken on Windows #6079

Describe the bug

Since Windows doesn't support all unix bash scripts, there are some issues on Windows while setting up repository.

Steps To Reproduce

  1. Clone the repository
  2. pnpm install

Expected behavior

It should be straightforward to setup dev env on Windows for contributions.
