Issue description: Refined Storage breaks mod banners

What happens: No mod banners work, they instead give the typical missing texture

What you expected to happen: I expected the banner to work

Steps to reproduce:

Make a banner
Apply a mod made Banner Pattern
Watch it break ...

Version (make sure you are on the latest version before reporting):

Minecraft: 1.16.5
Forge: 36.2.2
Refined Storage: 1.9.15

Does this issue occur on a server? [yes/no] yes
