@mccalluc Can you comment on why/what's happening here?

@jkmarx : Sorry about that: the code in tabular.parse was essentially copy and pasted to the new dataframer, so we can delete it here, now. (The tests that are being deleted are in the other repo as well.)

The advantage of this approach is that intervene and lineup will be able to also depend on dataframer, and all the tools will be consistently flexible in the fileformats they support.
