fixed japanese translations #127

I fixed japanese translations. The correct namespace for Japanese is JA, JP is the country code. In the past @Kagetsuki had fixed this but someone reverted it. In addition the translations were incomplete so I completed them.

It is good, but I don't think I ever fixed the news locale to JA. Not only is it good in fact but due to the fact I fixed JP->JA in core Japanese translations in News won't even show up until you pull this! I guess nobody in Japan bothered to fix this until now.

I say pull it.
