For SasView models there is http://marketplace.sasview.org/. The framework can be reused for this purpose?

ESS may support some infrastructure for this (if needed). Thinking more about it I am not convinced if I fully understand requirements. Is there any preferred way of storing models? I guess we can use python or c code whenever it applies and math (latex) description elsewhere. Just a thought.
