Update specification.md #11

I added "method: specular reflectometry" in case we want to expand the format to off-specular one day.... And i suggest to introduce the optional entry "mode" to declare if this was an angle- or an energy-disperse measurement.

Also is the dispersiveness of the measurement not already handled with measurement.scheme?
