drop rebin code from refl1d #138

Rebin is used for the pulsed instrument simulation code. Rather than maintaining rebin in this repo we should remove it and put a NotImplemented error in the simulator.

Eventually we want to replace all the old data loader/simulator code and change the examples to use load4().
