Dependabot couldn't parse the enforce_no_public_ami.tf found at /enforce_no_public_ami.tf.

The error Dependabot encountered was:

unable to parse HCL: At 33:44: Unknown token: 33:44 IDENT var.sns_topic_arn

Dependabot doesn't yet support HCL2, which is the cause of this error.
