Dependabot couldn't parse the detect_root_user_activity.tf found at /detect_root_user_activity.tf.

The error Dependabot encountered was:

unable to parse HCL: At 25:17: Unknown token: 25:17 IDENT var.sns_topic_arn

Dependabot doesn't yet support HCL2, which is the cause of this error.
