[x] Make test style consistent across all tests
Update workflows
- [x] Simplify golangci-lint and run it only once
- [x] Re-add Windows without actually running it
- [ ] Add more architecture/platform/target testing workflows

I'm happy with this PR in its current stage. Unfinished work can be done later in a separate PR (adding different target to CI).
