convert wiki doc to sphinx documentation #1

convert the documentation available on https://wiki.refuge.io/display/COWDB/CowDB+Documentation+Home to sphinx.

Is that possible to obtain an access to current documentation now? Wiki's asking for username/password?

You can create your own account on Jira.

I did, but it only gives access to the single, hardware-related page on Confluence.

Servers have been updated and I forgot to move the documentation. I am fixing that right now, will ping you once it’s done. In the mean time you can run make doc to generate the API documentation.
