Fixes several issues with domain suspension when stubdomains are used. While exposed in libxl this functionality is not exposed in the xl tool. However domains can be suspended and resumed by libvirt, and this functionality is trivial to add to the xl tool. Right now I am including this to support this functionality through libvirt, though we could add this functionality to xl if there's interest.
