When the column of country is wrong (i.e. empty or a non-existing column), give an error

The error should be shown in a dialog, when the application is accessed via the web browser.

This is a setting in the config file.

This error message is to make sure that we do not deploy an update where this configuration is incorrect.

The following warning will now appear if one of the following things has a problem:

Meta data file wasn't found. Could be because the property "metadataFile" was set wrong in global-conf.xml
The property "visualizeGeography" is missing from the global-conf.xml
The name in the metadata csv file is not identical to the name set in "visualizeGeography"
