new "mod" : law view

This new view would show the whole law at a given step.

• It should also be possible to view the diffs between the given step and a previous one
• it should be possible to click on the diff and see the related amendements and authors and eventually the debates
• it should be possible to see the live modifications of the law as amendements are voted
• it should be possible to have a full text search with highlights

it feels to me like this is in the overall spirit very similar to the articles view, except articles would be continuous right ? Do you imagine something more like a three columns comparative table of versions or such? :)

Regarding points 2 & 3, well, lots of data processing to do before :)

For point 4, I guess we already could by using an external index serverside, frontside since we already load all texts for each articles versions we probably could already, but I don't know what the perfs would be
