[amendements] Broken access to NosDeputes/NosSenateurs should display error message in sidebar, not break the page #161

sometimes ND or NS can be down, this should result in some visible error when trying to load an amendment's details via the API. Currently the first click displays nothing in the sidebar, then the second click shifts the whole page in Error mode
